I think he is because he doesn't appear in every single episode and he doesn't have a major role whe he does have one...for the most part.

dudes ted buckland is just a sad queer man. all he does for the scrubs show is be a good person to pick on.

I think he's somwhere between a main and minor character. In some shows, he does have very influential lines (but only some)
Other than that, I feel sorry for Ted.

i like ted, he's funny and his singing group is good. i feel sorry for him at times he's all emo and dr. kelso treats him like crap =( i don't think it would be scrubs without him
