Solome actually does have quite a bit of mana power left. She's just giving most of it to Zetta. I bet she could easily cut off the constant drain of her mana power in order to create a wish, after all by giving her mana power for Lord Zetta wouldn't it make sense that she can cut off her supply from Zetta in order to help him?

Well, she has some left. Enough to barely be a decent combatant. Other than that, her Netherworld is crumbling because her slowly seeping mana power was taking from her life. She even says that its damage is irriversible. She gave her last bit to make his and her wish come true... ...that is if you played the game to get the good endings
