She will change drastically for every stage, so here the information splits

Cub: - Based on seeds
Base Coat Color: Browns and beiges, with white and black streakings wherever you think they fit
Wings: On her feet tiny helicopter seeds, and on her back stems and fluff similar to dandilion seeds.

Tail: Normal Tail, black tail tuft
Mane: Black
Eyes: Blue
Expression: Kind of rough and tumble, playful
Items:
Necklace: Thin strand of something (twine, vine, string) holding these kind of seeds in a dangling V pattern, longest in the middle, going to small as it moves out.
Bracelet: Just a simple row or two bracelet on both front paws of these berry/seeds
Hair/ears decor: A couple pinecones hanging from her hair and ears. Style and size is up to you.

Juvi: - Based on sprouts
Base Coat Color: Greens and browns/beiges up her legs (like a sprout pushing through the ground ;3)
Wings: No wings, sprouts are rooted to the ground
Tail: Normal tail with black tail tuft as well as multiple other tails (Atleast three tails total, 5 tails total would be awesome though) reminescent of fern fronds
Young fern fronds
Upclose of curl, doesnt' have to be THAT detailed
Mane: Black, normal in the front, with two short pigtails on the sides Like the girl in the middle
Eyes: Blue
Expression: Wide smile

Necklace: Same as before, only the seeds have browned by this stage.
Bracelets: For both front paws made of woven grasses Any colors are fine, natural or dyed
Ear/hair decor: Hanging from her ear, and rather large (to help cover the fact of her bare back) multiple simple young sprout leaves, hanging down. (Only on the side that faces you in the lineart) Example leaves

Adol: - Based on buds
Base Coat Color: Greens
Wings: No wings, however, her entire back should be layered with flower buds. You can mix and match types, colors, and sizes to your preference. Subtle hues are more preferred to bright ones though. Here are some sample bud types:
Lotus flowers
Lily buds
Iris buds
Daisy bud
But yeah, use any buds you like, or just use your imagination. They're going to open up into about a million billion flowers in her adult stage, so if there are certain flowers you don't want to do alot of, then don't give her many of those buds. :3
Tail: Normal Tail, black tail tuft, a ring of Apple blossoms just above her tuft.
Mane: Black, normal in the front, Hair down to her shoulders with a hint of wave in the back
Eyes: Blue
Expression: More refined, but happy

Necklace: Green through white hanging flower buds, some of the middle ones can be open. Ranging in size once again like this
"Bracelets" - Vines wrapping all the way up her front paws with rosebuds littered along the vines (pinks, yellows, whites, any soft subtle rose hues) Can have thorns if you want, I dont' care either way :3 Some rosebud examples
Ear/hair decor: Peeking up from behind her ears, red buds like these

Adult: - Based on blossoms (and very geisha-esque)
Base Coat Color: Prodominately white with pink points (like a siam, only more fadey/stylized) like a apple blossom
Wings: She will be able to fly again (since flowers often break loose and drift off), but instead of traditional wings, she'll simply have something of a cape of flowers. All the buds from before will have openned up, so she should have something that looks almost like a blanket of flowers just draping over her back, partway down her side, and down the top bit of her tail.
I can find flower links if you like, but it's really up to your preference. All colors, shapes, and sizes.
Tail: Normal Tail, black tail tuft, the apple blossoms in bloom now
Mane: Black, a loose bun pulled up, but with the bangs hanging down kind of coyly, and a few very long strands that hang down almost to her paws on each side of her head. Based loosely on this and this
Eyes: Blue
Expression: Delicate and elegant
Items:
Necklace: The hanging flower necklace from before, only bloomed. Since she's white, maybe the flowers can have a bit of color in them? Either at the edges or in the middle fading to the white.
Bracelets: Same as adol, on some of the roses in bloom, some of them still buds
Ears/hair decor: A hair clip in this style should frame the front of the bun. Only I'd like it to be just a few large flowers for the upper part, and tiny flowers for the dangely bit.

Personality: Kakou starts each life happy and joyful like most cubs. She's pleasant to be around, adventurous and about as extroverted as one can get both with gods and mortals. Her tough exterior gives her room and roam and play as a cub, which she indulges in vastly, knowing from past experience what is to come.

Like a flower Kakou is fragile and delicate and begins to lose some of her rambunctiousness as she becomes a juvinile. Having lost the ability to fly, and needing to stay near water she turns her attention and drive towards safer games and learning. Soaking up knowledge to broaden her skills.

By the time she reaches adulthood Kakou will be well versed in the world, and ready to travel once more. And though not as silly or playful she holds a soft dignity and soft wit, with skills honed that she learned through her younger years. She loves to be around kind people and never denies company.

Powers: Flowers appear wherever she walks, and she gives off the strong scent of flowers. She has mild growing abilities that allow her to help flowers blossom or sprouts grow stronger and faster.
