Military force, it's much easier. Diplomacy always has a way of not working out. Rome was a great success in screwing over other countries with their military, but they screwed up when their government became corrupt.

Well, if you start out with nothing, then you have to have some diplomacy. Unless you're a crazy mad scientist who has a robotic army of tens of thousands of...um...robots. And...fine...teleportation devices. D:<

Military force. Diplomacy takes too long and isn't gaurenteed. Might as well get straight to the point with military force.

Answer to scenario #1: Well, I'd take the 14 million dollars and live in uz..bek..er...stain (? wth is uzberkstain?), all the time plotting to take over the world. However, I'd never succeed and die unfulfilled on a bed of gold. Fourteen million dollars isn't enough to take over the world. It's not even enough to research killer robots.
