I found this explaining how to get it.
ZIM and GIR are on Mario cart Double dash!Heres how to get them:
1.grab your mario kart double dash CD.
2.choose any team you want. note that the team has to be a pair.
3.choose 150cc and complete all cup tour and complete it with getting first place in every race.
4.once you complete it,it will say award ceremony. press and hold L and R and Z at the same time and press A
5. the aword ceromony will show but it will be night time. once you get your cup, you type in your annitials. but once again press L,R and Z. type in zim and press startWALLA! you have ZIM and GIR! they drive the voot cruiser! have fun with them!

Ok, my freind tried it, but he said it didn't work. Then again, he also refused to write down the instructions...
Since he got frustrated, he's just going to let me borrow the game, (Though I'm not good at it yet.) and I can just try it myself.
