I've noticed that many of the non-drawing members of this guild are in awe of the artists. This thread is basically the Q&A of art. Anyone can ask questions, and somebody should answer.

oo! oo! I got this one.
Layering - in it's most common context anyway - is coloring or adding effects in multiple layers in an advanced computer art program like photoshop or GIMP or other stuff like that that had a lot more options than MS Paint does.
