However, if you might lose money by building out, build up your existing zone's density. The least you would want to do is be in debt again.

Simcity 4.Also I need some plop buildings....I just wonder how to get them...Plus I need them to help with the anti-densifaction problem..Ive tried with high rises and they wont zone.Water and excellent road access have been provided..BUT i think I need to give it some influence.
It should list the requirements in the Reward buildings section.
Generally higher level buildings will develop as your population increases.
At 41,000, you shouldnt find many high rise buildings.
Generally until you fill up a city's map or get a pretty high population (100,000 or so, im not too sure), the city wont build up beyond certain building levels.
