It depends on how quickly your looking for the change to occur. If you mean in ten years or so. yeah they can be Dominant like they were. In the next 2-3 .. no they wont be dominanat. They might end up being good and making the playoffs but they probably wont be a SuperBowl threat for at least 5-6 years. Thats usually how long it takes to fully rebuild a team into some form of a contender. Not saying its impossible for them to make a quick turn around just unlikely. Like the raiders had a great D.. just no O. So if they get a decent Offense going.. they could turn it around in a year.. however I dont see the same thing in Greenbay. I think it is a full rebuilding process.
The Bears have no consisten QB look where they got preacher. The super bowl we can still make the playoffs w/out Favre but who knows maybe we'll draft a good QB or Aaron Rodgers will turn out to be able to play well enough to manage the offense but remember this: A good defense is also key to them being contenders
