I wouldn't call it better because since there has already been a live action series it wouldn't feel like Smallville to me, but I would say it would be different... As with all animates series there is more possibility as there is no real budget restraint as far as visual effects and all else go.
If it's Anima going for a more mature audience and not the watered down dragon ball -caughs- crap -caughs- or the americanized anima stuff that CN airs I'd give it a chance... But I wouldn't truly think of it as being Smallville

There is no freakin way it would survive in anime. First of all, no Tom Welling in the flesh means major disappointment. Secondly, I know that a decent percent of the Smallville audience happen to be older people, adults that even grew up with original comics of superman and superboy. These people are extremely unlikely to appreciate or tolerate watching an anime show. (Heck, I'm one of them). Now, an entirely different show in anime that has Superboy as the theme could certainly prosper and draw its own type of crowd.

If it were done right, perhaps. But there has already been a Smallville Comic, so that's good enough for me and most people.

An animé about Superman (or Clark Kent pre-Superman) would be somewhat weird and jarring. Why make an Asian-esque cartoon about such an epitomical American superhero?

Anime tends to blow things out of proportion. Like the relationships. I don't want to be seeing any shonen ai or yaoi related Smallville. Eep. Anyways, they already have cartoon versions of Superman, Justice League and the really stupid Legion of Superheroes.

I'm going to have to go with "heck no" on this one. I am a comics fanatic, if I am going to read a smallville comic it is most definitely NOT going to be an anime. I really don't like anime that much I am more of a Kingdom Come/ Original Action and Superman comics kind of person.
