I dunno, some songs sound like the singers are totally stoned. But then they're auwsome. Post some stoner, etc, songs (or ones that sound that way).

I forget who sings the song or if this is even it's name, but that 'I smell sex and candy' song is... I don't know, but it's funny.
And Cold War Kids' 'Hang Me Up to Dry' sounds like a stoner song to me.
