Colored pencils, you say? It's pretty hard to get solid colors with pencils, since they leave tiny bits of the paper showing through. There are a few things you can do though... if you get smoother paper, the pencils will cover more of the surface area. (Bristol is a good brand, but sort of expensive... usually paper meant for pen and ink is quite smooth, so look for that.) Also, you could fill in the area you want to color with watercolor, (or watercolor pencil) ink wash, or art marker, so that you have a solid color to shade on with pencils instead of just white.
And of course just practicing shading smoothly can help a ton. :3 Use smallish, controlled strokes, and shade in several layers if you have to. (You may find you have even more control that way, because you can shade lightly all over with the first layer, and then add a harder/darker layer on top, instead of worrying about all the different levels of light and dark in one pass.)
Am I being of any help? ^-^;

Anime is painted with cheap acrylic paint on the back of clear plastic. Its called an Animation Cel. So Acrylic paint will give you the best results for trying to mimic anime. Either that, or coloring it in photoshop. You can also ink your drawing on heavy paper. Paint on top with acrylic paint and then re-ink it when it dries. My students really enjoy this. You only need about $20-30 US worth of paints and brushes.

And I suggest that there shouldn't be any eraser crap under your paper. I had to redo half of my shading on my art project because I forgot to brush off the stupid stuff. X X;
Edit: Moving to Q + A sub.
