This is a half rumor, half truth, in my opinion
Here is a thread in the GCD and a link to 06's profile. She is decked in the wedding dress and holding white flowers and such. Feel free to help expand on this.

Actually, I have been following the Jessie Hawk boyfriend thing for about a week now, here is what I have found:
Jessie Hawk and 06 seem to have come together as a couple, which in turn lead 06 to leave the Zurg Hive. However, due to a misunderstanding, 06 felt Jessie had betrayed her some how and went on a rampage back at Zurg Hive. After that, 09 showed up to take command of the Zurg Hive after his "changes". While 09 was taking control, Jessie Hawk tried to make up to 06 for the ealier misunderstanding. I am unsure of how the appology went, but either theory could be correct at this point.
06 has shown herself to be a girl (if zurg have gender), and so it appears that she is indeed gearing up for a wedding. With who, we don't know, but I will continue to survey this strange turn in zurg behavior.

Me:Good afternoon Captain. The name's Ertyuio. I have a few questions about you and 06. May I speak to you about this matter sir?

Me:Thank you sir. Basic question: What happened? Haha. Tho I'll clear that up since that's too general. How about, How did it start? From the beginning?
CJH:"From the beginin' well no one 'as ever asked tha' before. I' all started where I wanted one o' them Zurg ships for me own. Ye see me ship is hard to sail away from Gaia there be very strong currents and winds an' i' be very 'ard to leave. I wish to search for treasure out side o' Gaia. I saw the O's as me way ou'. I started in 02 and I slowly gained a very large crew to join with me. Slowly bu' surely I ran into Captain Wicket who be tryin' for the Mother ship an the Pirate Alliance was formed. I me' with a GiB agent when I tried to take 12 on me own from the Resistance an' the Zurg. An' I realized wha' coul' 'appen to Gaia recently me own crew excepted who I was which me ol' hometown didn' even do."
::He cleared his throat.::
"I' was then I realized tha' Gaia was me 'ome an I coul' no' abandon 'er. So I wished to seek ou' all the information from both sides collec' i' together an' then say wha' I believe is going to 'appen OR try an' use the information as leverage to stop the war from ever 'appenin' an ge' me own ship as well. I foun' the believers aroun' this time an' signed the peace petition findin' one o' me sisters, an the family I 'ad no' seen in years. I decided to then ge' information from 06 'erself to fin' ou' wha' she was planing instead of tryin' to ge' i' from the 'ive. Well then after a few days passed o' me talkin' to 'er I 'ad grown attatched to 'er. Tha' is righ' my plans 'ad changed. Once tryin' to ge' information form 'er I couldn' go through with i'. The 'ive did a back round check on me an' saw wha' I 'ad said to me family days prior to me own feelin's bein' known to meself even. Tha' was when Lady Zooeep though' I 'ad betrayed 'er. I jus' never 'ad the chance to tell 'er tha' I couldn' do i'."
Me:Ah, I see. I was thinking of joining your crew actually. But I had never gotten around to doing it actually.
What happened after? I know she was mad at you and all, and I know you took down your apology letter. Is there something I'm missing that happened during that time?
CJH:"Well she though' I was mocking 'er being all public abou' some things. So I spoke to 04 an' she tol' me she woul' try an calm down 06, so I took down me letter in 'opes she 'ad seen i' an' saw tha' I wish no' to be public abou' i' anymore. An' the Zurg 'ive still be tryin' to make me look bad."
Me:I see. And she still hasn't forgiven you yet? What's been going on recently? And what is with her wedding dress?
CJH biggrin onation items tha' be given to 'er, I do no' know why people assume 'er to be gettin' married. She 'as no' forgiven me ye' though I 'ope she does.
Me:I see. And if she were to? Just a hypothetical question. What about then?
CJH:
::Smiles.::
"I woul' wish ye the bes'."
Me:I see. So what are you going to do now tho? Continue trying to get her to forgive you?
CJH:
Do me best so she knows I care for 'er an' 'ope for the bes'
Me:I see. Hmm. Mind if I ask for any other information you have about them?
CJH:
"I 'ave no other information excep' tha' which all o' Gaia knows."
Me:I see. Is there anything else that I might have forgotten to ask about you and 06? Or anything in general?
CJH:
::Shrugs::
"No' tha' I know o'."
And that was everything. I had asked after if I had more questions if I could contact him again, but he didn't reply.

I read at a thread (sorry, but can't remember the url XD) that it is confirmed that those clothes and items were given to her by the believers
