You see 2D in a chair and Murdoc flooded by girls( xd ). 2D gets up and sings into a mega phone:
City's breakin down on a camel's back, They just have to go 'cus they don't know wack. So all you fill the streets it's appealing to see, You won't get out the county 'cus your bad and free. You got a new horizon it's ephemeral* style, A melancholey** town where we never smile. And all I wanna hear is the message beep, My dreams they've got to kiss because I don't get sleep, no.
*Ephemeral means short-lived by definition. ...You got a new horizon, it's a short-lived style.. **Melancholey means depression or depressed by definition. ...A depressed town where we never smile...
Windmill, Windmill* for the land, Learn forever hand in hand**. Take it all in on your stride+, It is sinking, falling down. Love forever, Love is free++, Let's turn forever, you and me. Windmill, Windmill for the land, Is everybody in?^
*Windmill is a type of machine that goes around. Such as repetitve. **Hand in hand, such as connection. +Stride means large steps or large space between steps. ++Love is free, as in freedom to choose who you love. ^In, as in style, reffering to 'Ephemeral style'.
Laughind gas these hazmats*, fast cats Lining 'em up like asscracks Ladies, Homies at the track**, It's my chocolate attack Yo I'm steppin' in the heart of this here Carebear bumpin' in the heart of this here Watch me as I gravitate+(Ahahahaha) Yo we're gonna ghost town this motown++ With yo sound your in the place Gonna bite the dust^ Cant fight with us With yo sound you kill the Inc. So, Don't stop, Get it, Get it Until you're cheddar header^^ Watch me as I navigate(Ahahahaha)
*Hazmats is not a real word. **Track as in to track or stalk someone. Reffering to loving someone. +Gravitate is to move towards something. ++Motown is not a real word. ^Bite the Dust is a term that means to die in a fight. ^^Chedder header is reffering to 'Captains'. Note the word 'head' included.
The video ends the same as it begins. Same as a Windmill. It goes around and in repetitve as it starts and ends the same. And considering the lyrics reffer to love often, the meaning could be "Repetitive Love" or "Continuing Love".

I write it as I hear it. I'm sorry if any lyrics are wrong, but these are the most accurate, as I have heard it many times and lyric sites are never really accurate. (PS: THANK YOU for posting! I thought no one would really ever post here!)
