OOC simply means 'out-of-character'. This is something you use when you say something that your character in a story line isn't saying or doing.
OOC can be shown in two different ways. One way is to place OOC: in the front of your out of character comment. The other way is to place the comment in (Brackets). Some people do ((double brackets)), but this is just up to rp style. Double brackets do separate the comment more, so it is easier to see.

You can use OOC comments to say extra detail for your post, or to just say something that doesn't fit into the story.
