1) Toon World and 1000 LP: is the 1000 LP a cost?
2) Choas Sorceror: Can it be tribute summoned?

1) Toon World and 1000 LP: is the 1000 LP a cost?
2) Choas Sorceror: Can it be tribute summoned?

1) Toon World is a cost.

2) Chaos Sorcerer cannot be tribute summoned because the card text states that it can only be special summoned.
