God, I really don't know where to start, there are so many:
Riddler since reading Lilling Joke I'm very scared of the Riddler, but in a good way
Harley Quinn- whats not to lobe? She's just great!
Cheshire- especially in Birds of Prey, her fight with Dinah in the swimming pool was something to see, it's a shame there is no emoticon for *eyes falling out of head* And she nearly beat Shiva, and I feel a bit sorry for her
Batgirl - I don't know if she counts, but she's evil and I love her
TwoFace- I love Harvey, another of the villains I feel sorry for though
I'm sure there are more, but I can't remember any, just the villain I really don't like- Black Mask utterly terrifies me!

Yes i am going to say Joker, cuz hes a clown, hes crazy, and hes screwed with Batman alot....Like he killed Jason Todd, crippled Batgirl, and Killed Gordan's wife...while she was protecting 22 new babies in NML...yes so cool ninja

She can be arrested for it this has happend in real life and said Docters are sent to jail and has the licences removed.
