So, i've been playing for about a year. I started playing in a highschool class so i've got the basics in classical bass guitar. And i've spent a ridiculous amount of time jamming, and learning little things. I know several scales, I can read sheet music, i'm somewhat profficient and slap and pop, and I can make up standard somewhat interesting bass lines. So my question is... whats the next step? Like.. do I go into effect pedals, learn cool things like harmonics? I dunno, just looking for some input since I think i've got a pretty good base level set up, i'd like to know where to build.

Its only "ridiculous amounts of jamming" when your fingers begin to form blisters, and even then, I still go XD

But just keep channinging your self, lissan to something, and if you think you CANT play that song, give it a try and try to prove your self wrong. Keep with the scales as well, They will help you build good bass lines.

Also, try to get a bit more into music thery, that stuff helps a lot. Knowlage is power.

I spend a lot of time playing chords on bass and using them for arpeggios and interesting lines. It's an uper register thing but it's helped me a lot in creating my own lines and stuff that sounds good without the rest of a band. I made a guide on how I play chords and make interesting lines, complete with theory and explanations. Note me if you wanna check it out.

I agree, there is not really much you can do with scales without the proper theory. And I would say hold off on effects unless that's specifically needed in the music you play with a band.
Also, if your not in a band. Join one. Any old one will do, just playing with people helps you out tons.

There is no next step, just learn whatever you have interest in. And maybe get some lessons and learn about theory, theory will really help. Petatonic, diatonic, major, and minor scales, modes, jamming theory, different genres will all come to you much easier if you have music theory under your belt
