According to Wizard Magazine, these are the sides the X-Men would choose.
Cyclops- Anti
Emma Frost- Anti
Wolverine- Anti
Beast- Pro
Rogue- Anti
Cable- Anti
Bishop- Pro
Cannonball- Pro
What sides do you think the other X-Men would choose?
Here is my opinion.
Havok- Anti. He's a rebel.
Polaris- Anti. If she's anything like her father, she's anti-government.
Colossus- Pro. He was shown on the pro side on the covers of the books and growing up as a communist, he's very pro-government.
Shadowcat- Pro. She's very much the type that's for helping ordinary people.
Iceman- Anti. He's the type that would never sell himself out.
Mystique- Here's where it get tricky. She would probably register under a false name and fight for the anti side.
Sabretooth- This one is tough too. Maybe Anti.
Darwin- Don't know much about him.
Thunderbird- Anti. He would never sell himself out to the people that took his land.
Nightcrawler- Pro. He doesn't want anyone to fear him.
Marvel Girl- Pro. She came from an alternate future where mutants were put in death camps.

I agree about Mystique. She'd probably register like.... Foxx or something, then go all TERRORIST! again. That girl's ******** tricky, I love it!

I think Havok would be against, but not to follow in Scott's footsteps. He hates being in his brother's shadow and rebels constantly. He even went evil when Scott's first wife went nuts.
He was awesome as Goblyn Prince.
