Everyone goes through puberty at different paces and in their own time.
I've never heard of "stages", just different things that happen. Voice changes, hair growing in, etc.
I agree. I have never heard of stages either. I do not think it would make sense to have stages for the most part because, like Nikolita said, everyone goes though it at their own pace. Puberty does not really follow one path in a certain order. Some people get body hair first. Other people's voices change first. The same goes for girls. Some girls get breasts first, some get body hair first, some get their period first. You never really know exactly what order they are going to come in. I have never heard anyone say, "I am one and a half stages above you in puberty."
