In some ways yes, in some ways no.
For example: I was at a friends house and he had the cheats, so we decided to attempt to get five police stars. (Wanted level.) He got to 4 then died, so it was my turn.
Not only did I get five police stars, but I got 5 gang symbols. (I really pissed off the Rollerz by killing hundreds of them, lol)
And the best part was they we were using the RPG with unlimited ammo and I learned that you can SHOOT THE TRAIN ON THE ELEVATED TRACK. I was like "Train! *voosh* *BOOM* *derail, crash, explode* LMAO.".
But then you can only drive cars...no other vehicles.
Of course I think it's just awesome simply because it's soooo bad. Rated M for Mature for a reason. Quotes:

While doing the activity where you drive hookers around while they have high paying clients in the back seat and you have to keep away from the press:
"Wow, you got the whole fist in there, didn't you? *giggle*"
"What are you strapping that on for?" (Guy speaking.)
And of course the one time I picked up a female client. Lesbians in my back seat. <3

I've bought it last monday and I'm not disappointed. It'll replace me playing GTA3 since I didn't feel like beating an outdated game again.
It's like GTA but with a couple improvements.
First the characters are alot more involved no one more do the gangs just carry around pistols and uzi but you see them with gernades, snipers, aks, any weapon you can use. Even some cilivians have weapons. You can feel the city breathing. Alot of Gang vs Gang wars happen and alot of Gang vs Police happen. You see robberies everywhere(Which can get annoying when you go shopping)
Weapon controls are so much. You can hide behind a box while your health regains and and aim around it.
Explosions and ragdoll effects are awsome.
In my opinion the only bad thing I can say about this game is the soundtrack isn't nearly as good as GTA however you get a ton more song, Vechile controls are sortof dumb. I don't know how many times I've shot to go and doing drive bys are kinda hard to keep your car under control. Lastly those there's tons of activies they get dull when you do the same thing over and over.

I just got it. Its pretty good. I does something better that GTA and GTA does somethings better than saints row. In the end they kinda come out even
