if you can use telepathy than you can advance.
by using telepathy to hypnotize the person recieving the message you can then use the power of suggestion and tell them or advise them what to do like give you $100 or something

sounds like it actually CAN be done.... that would be mean! unless you really need to save someone from suicide or keep drugs away, then there really should be no use for this.... Except for the fact that basically all my friends are heavily addicted to drugs, and often I am the one who needs to stop them from jumping off a cliff when they come down from abusing too much of the evil E.... Honestly though it shouldn't be taught to anyone you haven't known for long. Only close friends. Basically nothing good can come of it.... although If someone is willing to put in effort to learn it, it might be worth it...? It definitely should not be in the hands of an emotionally unstable person.

specifically I would suggest studying "NLP" or nuro-linguistic programing. Also check youtube for darren white actually search him first so you can see how awesome he is. He is not a psychic or any other magical worker, but he can do so much in terms of mind control.
