The Floating Military Facility is a large artificial military base in the middle of Seafoam’s shallow Lagoon. Built during the time between the Dark War and the League War, the FMF is the embodiment of the conventional military forces of the nation. It is a symbol of Seafoam’s relative power, and their crowning achievement in terms of conventional warfare. It is a service and deployment center, housing many of the Marines and Naval personnel to free up the majority of the islands's port facilities and land for civilian use.

::History::

With Seafoam’s military blockade in the end of the Dark Wars, numerous non-Masters in the Seafoam command structure called for a new facility to house and service the many vessels of the Navy. Fighting against the Elemental Masters in open forums, these career soldiers, sailors,and Marines petitioned for more funds to service the port facilities. The Masters had wanted most of the budget to go into researching into their new powers, while civilians wanted money to go into the local trading industry.

The non-elemental military commanders noted the outdated port facilities in which they were forced to service most of their maritime vessels, and with the constant blockade, the port facilities would either need to expand, or get more money in order to operate at peak capacity and in the level of quality expected by the conventionals.

This all culminated when General Hale Erastone, then commandant of the RSMC, proposed the FMF. Through another year of bickering, the FMF was approved, and construction began three years before the League War. Although expensive, and cutting back from many other areas of concern in the military budget, its long term goals in saving the refurbishing of many military ports and expansion, as well as the ease in servicing vessels and the rapid deployment of the vessels allowed the motion to pass through

::Construction::

The FMF is one of the most innovative construction projects ever. Much of it was based off the Kansai International Airport in Japan as well as other over the water construction projects. It consists of a three layer system, with a primary solid weight distribution foundation, dug 10 meters below the surface, the primary columns which support the upper slabs.

Seafoam, in their strive for perfection, used a locally made concrete, termed "Monolith" by the various Seafoam civilian construction contractors and Navy Seabees, for the construction of all concrete parts. The Monolith is a high performance, high strength concrete imbued with an Earth Element spell called 'Armieren die Decke', roughly translated to as 'Reinforce the Slab'.

Under the concrete deck, are numerous buildings which extend downwards, connected to the foundation. These buildings serve as wells for amphibious vehicles, as well as access points to craft able to go underneath the main deck, located 20 meters above the surface of the lagoon.

Located in the Cardinal points, are service docks, which are built much like regular docks, extending down to the seafloor and connected to the FMF by a long solid Ramp. Each facility is meant to house the majority of Seafoam’s naval assets.

On the main deck, various buildings are located, mainly to train, house, and deploy Marines, repair various equipment as well as manufacture the needed arms of the Seafoam military. In the center of the FMF is a kilometer in diameter circular building. This extends all the way down to the main foundations. This is the main command and control center of the Seafoam Navy, Marines, and Coast Guard. It handles the majority of Air traffic for civilian and military air transport in and around Seafoam airspace, as well as coordinating the many Marine, Navy, Coast Guard, and auxiliary forces.

Apart from stationed forces; the FMF has numerous bunkers which house either a Mk. 26 Missile Launcher which can launch the RIM-161 Standard Missile, there are numerous VLS Cell Blocks with RGM-84 Harpoon Anti-Ship Missiles, and launchers for the RIM-116 Rolling Airframe Missile. It also fields either Goalkeeper CIWS for larger missiles and multiple targets, or faster firing Phalanx CIWS for general CIWS roles. There are also numerous ‘below deck’ .50cal MG emplacements, and inverted turrets containing the 20mm Bushmaster Gun, for heavier anti-boarding roles.

Added with Marine Patrols and a strong naval presence, it is virtually a fortress.

::Current Command::

The current command has made this base more of a RSMC Base in all practicality. With the inclusion of the Radiance Garden in the Seafoam Arsenal, the Navy has met a sharp decline in power, while the Marines, trained as shock troops, were well suited to be the forces usually in the hold of the faster Garden. The command of the base goes to General Quinn Todoka, although it is usually left to the care of Admiral Ethan Rose of the RSN.

::Maintenance::

Maintenance is on going, to keep many of the systems from breaking down due to the sea air and sea.
