it depends which cellphone it is. the finance one is used in town and it gives you a sum of money its random i think, any of the politcal party cellphones are used in town it makes it so for one assembly it is almosta guarntee to get a yea from members of the group you called, and the prism phone i have no clue i still haven't gotten on ebut i know if you use 3 you can unlock a hidden assembly option.

you were right!
and the charrie's level decides the summoned guy's level.
i was in the item world when i used it with my lil lv12 ninja and he called a prism ranger. it was so weak... like the ninja...
oh well, i'll use my strongest person to call someone next time in like... a big story battle.

*laughs maniacally* The cell phone that calls for a mid-battle delivery gets you a pizza. And, yes, depending on who's using the cell phone the levels of the character changes. I personally like using the Kurtis and Dark Hero cell phones the most, since they are actually stronger than the Prism Rangers. (*And they have catchy battle themes heart *)
