Zerachiel was there at the same time as the cloaked man, and the skin tone of both of them is different. Unless he has the ability to change skin color and create copies of himself that I don't know about.
As for Damion, it is a possibility.

Damion's hair is different..
But it is still a possibility..

It is not DB.. I have pretty much phased myself out of the comic other then to do the fan mail stuff.

It might be Zetachiel, after all there isn't much known about him and it could be some part of him taking on it's own form.

It isnt Zerachiel. It cant be unless it's a lighter skinned one. But I still dont think it's is him.
Now for it being Damion, it could be a possibility. Same eye color, same skin tone. But yet I still dont think it's him. Because why would he want to kill Sedit?
I was hoping it was Loth'loral, but aside from the eye color, it looks nothing like him.
