Tremors a movie from 1990 staring Kevin Bacon. The movie was about some hick town out in the middle of nowhere gets attacked by giant sandworms that they later call Graboids. The only thing that can protected the towns people is soild rock. Also the sandworms from Tremors look very similar to the ones in Dune and are about the same size.

I wouldn't say complete. But it has it's points. There are hundreds of things that rip off of the old great fantasy/scifi novels.

I am aware of that. I mean the gerneral idea behind it. Not the entire thing.

Good ideas are always re-used. In fact, there were sandworms in the movie "Beetlejuice." On Saturn, no less.

I saw it! I found it funny.
But apart from the fact that there are worms underground, it's hardly similar.
They are much smaller and look very different.

Aside from the worms in the desert they were nothing alike. I think someone might have seen or read dune and thought "hey giant worms... that'd make for a good movie" but aside from that there is no similarity at all so no I wouldn't say it's a rip off.
