I can't be bothered listing then all in so much detail as you and I haven't based them on anyone but most character's I've changed into red and black outfits.
I gave Bruce a red shirt and am working on getting him some sunglasses.
I gave Jin red flames on his pants and chain bracelets and a chain on his leg.
I gave Raven red tassles on his knives and shintai (I think that's the name of those small knives) on his legs.
I gave Kazuya black pants.
I gave Azuka black overalls and red boots and a red top.
If I can think of any more, I'll add them 3nodding

Asuka Kazama(super duper hyper japanese girl kind of theme going on)

Upper Body - Bow
Lower Body - Leg Warmers
Color 1 - Baby Blue
Color 2 - Baby Blue
Color 3 - Yellow
I was just remembering my costume just off the top of my head, for the most part it is accurate besides a few minor details,too lazy to get my psp out to check it

ok here's a more comprehensive list. I haven't changed costumes on all characters, because some of them I don't use, so here's the ones I have changed so far, they aren't based on any characters or anything.
Bruce Irvin -
Outfit 1: Sunglasses. Bracelets. Red Shirt. Red shoes.
Outfit 2: Don't use.
Hwoarang -
Outfit 1: Orange pants. Orange shoes.
Outfit 2: Didn't change.
Jin -
Outfit 1: Don't use
Outfit 2: Chain bracelets. Leg chain. Red flames on pants.
Kazuya -
Outfit 1: Black top and bottom.
Outfit 2: Black pants.
Anna -
Outfit 1: Red top and bottom
Outfit 2: Didn't change.
Bryan -
Outfit 1: Don't use
Outfit 2: Bandana.
Ling X -
Outfit 1: Orange top and bottom.
Outfit 2: Black dress and shoes.

Outfit 2: Red rope on swords. Shintai (I think that's what the little throwing knives on his legs are called).
