A rule is:
は ⇒affect what ever come after it
が ⇒effect whatever come before it.
あの声が・・・ that voice....
あの声は・・・ that voice is....(as for that voice____)
i hope you can see difference.the second sentence is un complete and actually can be a question.
another example:
脳が
The brain
脳は
The brain is...(um, um)
or this can mean
how about the brian?

show contrast :
at the sentence:
忘れないであなたよりも大切な物はない
dont forget, there is nothing more important than you.
it should be が not は but, there contrast there so use wa.
(it is from commercial, really good one)

in the sentence:
私が行く
ga canNOT be replaced with wa, because it will sound very odd.
お前が食べるのを止めたでしょ。
you probably stopped eating.
wa cannot replace ga because it will sound veyr odd.
