I was wondering what the legal targets for Parallectric Feedback are. It reads.

Parallectric Feedback deals damage to target spell's controller equal to that spell's converted mana cost.

So does it have to target a spell being played and if not am I able to target Creatures with? it since they are technicaly Creature Spell's.

good point since its an instant i guess it does work only on cards coming into play and yes it can be played on creatures since they r considered spells

As long as a creature, enchantment, artifact, instant, or sorcery is being played, it is treated as a spell. When a player plays a spell, you can play that card and target that spell. After that, though, instants and sorceries resolve and go to the graveyard, and permanent spells comes into play.

Bottom line, it's targeting a spell. (anything non-land on the stack) The player isn't targeted at all, just so you know.

that is obviously a player not anything else (not under any circumstances).

How to use it?
let's say ur opponent casts a guildmage (doesn't matter which one since PF asks for converted mana cost). it goes onto the stack, now u say st like "stop", "in response" or "i react to that" and play PF. if something counters the guildmage ur spell is countered, too (cuz it has no target to ask for mana cost). if ur spell is countered directly (or indirectly) it deals no damage. if everything goes according to plan PF deals two dam to your opponent. the guilmage remains unharmed.

so if you want to make good use of the spell wait until your opponent drops a fattie (or an expensive spell) and taps all of his mana.

dude, don't make stabs at other players when you yourself are not correct.
the phrase "target spell's controller" DOES mean that PF is targeting the spell. it says "target spell" and that target spell's controller is dealt two damage, in your example. if it targeted the player, it would read "target player".
And, for future rules questions, there is already a very useful forum for those.

Kids let's all play nicely, shall we?

Parallectric Feedback targets a spell, but it does not matter if it is a permanent that has the "cannot be targeted" ability since it is only a spell and has not been played yet. This means it MUST be played while the spell is being played, a la counterspell and not while this spell has already been played since it is no longer a spell. In other words, Parallectric Feedback can be played any time against any spell, so long as you have the mana.

So to answer the question, Parallectric Feedback can be played on any spell currently being play/on the stack.
