i want to explain here prefectures, ku,gun,shi,TOKYO,mura,machi and all sorts of things that make japan very confusing. i cant do it it now but it will come soon and bit by bit.

first 地方(chiou) the regions of japan are above prefecture level. this is not included in address.

they are:

北海道 Hokkaidou
東北 touhoku
関東 kantou
中部 chuubu
近畿/関西 kinki/kansai
四国 shikoku
九州 kyushu

what? the prefectures are like states or provinces. the chihou are, ahrd to explain at foreigners, but i think you can understand, each chihou has dialect,the are groups of prefectures that share comon culture and stuff. i do not what you are speaking of otherwise.

郡 (gun) are districts.onyl towns and villages have use of districts, cities belong to the prefecture directly. villages and towns belong to the gun and then the prefecture

市 (shi) are cities. they do not belong to gun like towns and villages, but belong straight to the prefecture. villages,towns and cities are all on the same level.

区(ku) are wards. they are big city district. they are include in adress. the are controlled by municipal governing. the handle koseki (i dont have time explain what that is) and taxation. the 23 wards of eastern prefecture of tokyo work differently (i will explain later)
(remeber the name after the ward is city not prefecture)

TOKYO NOT A CITY?


tokyo the prefeture was once half of city, now that city is divided into twenty three special wards, each as big as big city. they act as seperate city, eahc ward has it own mayor and assembly. but technically, these are part of one city, actual tokyo, but they are not recognize as such. in west tokyo divided by their largest city, and are name for it. here there are villages and towns too.

these are technically city of tokyo, even though they function sperate and like own cities (odd concept i to foreigners)
