And yes, I will be coloring it eventually (In other words, once I get Photoshop. If I ever do. sweatdrop I refuse to use colored pencils since I've successfully ruined every one of my pictures that I wanted to color with it.)

It does most of what Photoshop can do, if you only want something to CG with, and it's free!

Try scanning it in at 300dpi or more, then printing it off, and colouring the print out. That way, yuo can experiment, and it doesn't matter if it goes wrong; you still have as many copies as you want to print out, and the original.
