I'm up to date with the manga, and from what I can tell they have a sibling like relationship. In the dreaded filler you see this.

Naruto isn't really a love-based anime, so I don't think so. Probably cares for her in a sibling-like way though.

he totally digs her xD lol i can see it! I remeber watching an ep. they were stuck in some hole and Kiba was trying to show up naruto or atleast thats what it seemed liked.lolz

I think he does and he;s very good at hiding it. You only get slight hints of it, though.
