i think it's 생일 축하해. same pronuniciation basically.
pronounced: sang-il chook-kha-heh... something like that lol
"happy birthday and always be happy"?
that would be "생일 축하해 그리고 항상 행복해."
pronounced: sang-il chook-kha-heh guh-lee-go hahng-sahng haeng-bohk-heh

well if it was me thats how i would say it.
there might be another way to do it, but i think this way sounds cuter
