haha. It's one am here, but I'm willing to help.
I don't think she looks short. Really, she looks right to me. If anything her neck looks kinda short... ._.
But then again, I draw long necks. sweatdrop

I think her torso looks ok.. skirt is a bit short though. o.O the feet look a tad (just a touch) too small.
razz haven't looked at sailor moon fainart in ages. brings back memories...

Well, a normal person is about 7.5 headlengths tall... and if I'm guessing Sailor Moon would be about 8 tall 'cause she seemed to have very long legs in the series...
The body and legs look fine as they are, so you could just make the head a bit smaller.

true, as Tawney stated similarly, that if you just shrink the head a bit the piece would look great.
And, to me the torso looks fine and the thighs as well. I mean... if you actually intend to make it more "sailor moon-style", then I think almost everything on her body should be skinner and she should have slightly longer legs...

I remember those skirts. I spent many a day wondering why my own weren't like that when I was littler. XD
It's a bit shorter than normal, but it's not too-too much shorter. A couple extra inches and it would be perfect. I mean, their skirts really are really short.

This is why I don't draw on paper. XD Haha, alright, so.. It's my opinion that redrawing the whole head just to make it smaller is unecessarily difficult. Besides, I feel that the head and torso are in good proportion.
If you're looking for something to fix, I'd say it's the lower body. It might be just me, but I believe the legs could be longer. This might even out the proportions, and make her look more normal. In particular, I'd say it's the thighs. The length of the calves looks fine. Trying to picture where her crotch would be, I can't because it doesn't look like there's enough room.. The thighs would run right into her belly. I'd also like to point out the tiny size of her feet, that might also be throwing off your "realistic sailor" image. ^-^
So, in conclusion, the legs are much easier to redraw than the head.. Which, by the way, I think looks gorgeous. <3 You really did well with the hair. 0-0

it seems to me as though you're drawing details before really getting a good structute down. i cant be sure though. but i am sure that that arm is too thick for the rest of her body.

I wish that her left knee didn't curve in so much. Thats the only thing that kind of bothers me.
