For this, you will need about five hundred paint brushes and around five hours. More than that, it is advised that you constantly hit "F5" to quicksave. Once you get about three hundred feet in the air, the falls take a while and getting to that height again is rather annoying. Try this mod I made that adds a barrel in one of the niches around the base of White Gold Tower. It's hard to miss, because it's huge. The barrel has 1000 paint brushes in it.
The funny thing about paint brushes is that no matter what you do, they don't move. Which essentially means that they could be used as a staircase. Use this however the want. The paintbrush will appear wherever your character is looking when you drop it.
Alternatively, you could try climbing the Arcane University. That only take about twenty minutes. But the view is pitiful. From White Gold Tower, the view is unparalleled.
For those that don't know, White Gold Tower is the big tower in the center of the Imperial City. It houses the Imperial Palace.
And before you try, the Tower has no collision set to it after the first hundred-or-so feet. So... Don't try to jump onto it. Even at the top, you'll have to lay out paintbrush paths. But the view at the end makes it all worth it. Trust me.

At the bottom? Yeah, that tiny little excuse for a tower? That's the Arcane University.
Unless you have a lot of time on your hand, however, I don't advise trying to tackle it all in one sitting. It takes a bit of work. But I have some breath-taking screenshots from that. Too see more, however, you'll have to try it yourself.
Y'know... now that I think about it, I wonder how Mehrunes Dagon would look from there... He's only about as tall as the Walls of the Arcane University... He'd look pretty small...
And to demonstrate how long it took, my athletics went up twice, and my acrobatics went up four times. That's why the level-up symbol is there.
