That every time magic is supposed to be dead to the world, you can buy ether everwhere. But it's about as rare as an elixer in games where magic is abundant.

...Hmmm.
Perhaps Ether is commonly sold because it's used by normal citizens as medicine? Pain killer? I dunno... Cough medicine. Yeah, I'll go with that one >->

Usually in the games where magic is a rare force; doesn't the game take place at the threshold of a new age in which magic becomes abundant? Also, you have to account for heroic luck, the force that causes heroes and heroins to serendipitously stumble across stronger and stronger items, magiks and so on as they encounter tougher and tougher foes. Obviously this benevolent force of good luck would have the heroes and heroins come across all the powerful magiks they'd need to conquer their foes.
However, in worlds where magic is abundant, the heroic luck is less focussed on powerful magiks, instead assuming that in a world ripe with magic you can find your own damn spells.

But I mean, look at the world of 6. You can walk into south figaro and buy 99 ethers if you have the money. But 10 minutes earlier when terra used magic in front of locke and edgar for the first time they nearly wet themselves because magic was not supposed to exist anymore.

Well, first off the ethers are called "tinctures" in FFVI which could be an explanation in itself which I wll get to. Before that, however, I'd like to point out that you can't buy tinctures when you first get to South Figaro, I just checked since my recently started game just got me there. Now for the tincture explanation:
It is possible, and indeed probable, that the tinctures sold in stores are actually just that, tinctures. Small potions that don't necessarily work to cure what ails you, i.e. indigestion, heartburn, rashes. However, for some odd reason, the tinctures sold in stores have the side effect of replenishing the mana of magic users. This secondary effect of the tincture has lain dormant since the war of Magi ended, which is how far back the recipes for these tinctures can be traced, only to resurface again in the present when magic is again an active force in the world.
Whatcha think?

Oops, mixed up the names, Yes I did mean tincture. My mistake. Although Ethers are in the game. And maybe you cannot buy them right off the bat, but you can get em pretty early on. Anyway, your story could make an interesting one.

Here's a crappy theory, but I think that MP may actually be a measure of how much effort someone is able to use to cast a spell. That is to say, you have to be very 'awake' to use magic. Magic is often described as 'taking it out of you' so maybe Ethers work like Lucozade drinks, giving you a bit more energy...

Maybe, but aren't trinctures really expensive? I can't quite remember how much they cost, but I can remember I always thought better of buying them given the low MP : GP ratio. Seems like few people could afford to buy energy drinks. Imagine paying $50 for Bawls.

So you're saying tinctures are a sort of "hair of the dog" that increase your ability to cast spells by upping your energeticness?

I guess it's kinda like trying to explain why the mosnters are carrying around random items and gold eh? Do you think the game creators actually think of things other people bring up in forums? I wonder. Who knows. Gogo could have just been the games creators wanting to add a secret character or test their programming ability so they tossed in Gogo.
