You guys are forgetting other things that are incredibly hard. Absolute Sole Right on Challenge. It's no doubt legit, but it's hard as hell. Laggy AA'd The A La Menthe on beginner and Eggman AAA'd Oni.
It's really going out on a limb to say which song is the hardest because of what you can do to a song as far as mods go. You could make max 300 as hard as The A La Menthe beginner if you wanted to or even harder.
NVLM's Death Moon isn't hard. I've passted Challenge. Edit is the only place where you stop.

if i would i could make a song 100, but that doesnt make it any better.
a song for DDR/ITG, should still be steppable..
if not, your playing the wrong game, then you should play BM IIDX.
how it would make it 100:
make the speed atleast 4,5 times faster then it should, then bump it full of 1/32 arrows, at every line, filling every gap with mines..
that even if you would play the song at 0.1x times the sound it should be played, that its still impossible to clear it.
