It's usually rare that blood tests have false negatives. It depends on how far along she is and comparatively to the hormone levels. The only way she is going to know for sure is to wait for a definitive blood test or if they do an early ultrasound. So, there's no way to say until she gets a positive from a doctor.
Eating all sugar isn't good, period. She needs to make sure she doesn't have some other condition.

My sister had the same problem, only I don't believe it was all blood tests. There were some doctors tests and some home pregnancy tests, and they were all negative. Eight months down the line she has another one done which finally says she's 8 months pregnant. Though she never looked it or showed any signs.
If she can have a urine sample taken, though it needs to be left until about five days after a missed period/it's due as well as another blood test in a couple of weeks. If they both come back negative, then she may need to be tested for something else.
As for what she's eating, that's bad for any of us to eat. It's full of sugar. Why is that all she's eating, if you don't mind me asking? It sounds rather strange that that's all her hubby can feed her.
I hope it's nothing serious, but all possibilites and impossibilities need to be looked into.
