Okay, lets just make this a sword vs bow encounter, up close and personal. Character 2 shall have a penalty to attack, due to closeness of other character. -1 will suffice.
First attack, swing sword at C2. +2 to hit

Well, that just proved that superior dice rolling works in the favour of the first attack. *Looks at halved C2* Ouch.
