Here is the dumping ground to post Cheap good artists. Post who they are, and links to their shop etc.

What if they do art that is great without a shop?

My favorite artist is [ Ri ] and she charges around 6k for fullbody art single and 12k for couple. With bg it's extra. To order from her you'll need to pm her.
