I've never seen anything like it, it's like a layout to an ordinary website. What coding is used for these types of profiles?

Those profiles use relative or absolute positioning to reorder the sections like that. This post (under the section labeled 01b.) goes into detail about how to do both of those types of positioning and the differences between them.
