Every city has a base of operations, the capital just happens to have a particularly large one. Multiple small buildings such as barrackses and armoires, all around the central compound. Needless to say anyone who attacked the capital would have a difficult time considering the size of the base.
There's also the fact the military zone contains the only crawler docks. Any supplies, people, or weaponry that travels on the giant tundra crossing vehicles need to pass through the base first. This is not to say smuggling is unheard of, the dock crews are not able to check every cargo container.
Of all the areas, the military zone is both high tech and very clean.

The man in livery moved around the area, his eyes nervous. He wasn't convinced that the army was all good but he was more loyal to his Mistress. He found the first young soldier he could and grinned nervously.
"Excuse me...I'm looking for a Commander Chestayavoda.." He all but stumbled over the words as he fidgeted with the letter in his hands, but still careful not to mar it in anyway.

"The commander is..."
"Right here." A thick accent came from behind the delivery man. He looked like he had a headache the way he was holding his forhead. Or at least was very angry. The man with him though, scared as hell it looked like.
"What is it that you need?" He half barked at the man with the letter.

The man about jumped out of his skin at the half bark. He didn't have the steadiest of nerves under the best of circumstances. He held out the letter with the noble seal rather obvious even if the house wasn't exactly clear.
"I...i'm supposed to deliver this letter..." But even as he spoke he was backing away slowly.

He snapped the letter out of the nervous man's hand.
"If that is all, go." Was all he muttered as he passed by the entire group. He needed to get his mind off the situation at hand. This had better be good news.
With that he snapped open the seal, and read the letter on his way to the compound.

The man ran off as fast as he could. The letter was simple and to the point, though the handwriting was elegant and extremely feminine.

His glove crushed around the paper.
That was not good news. This was not a good day at all. Perhaps he could write a reply, or go see her, or anything to convince her to reconsider. Not only was she entertaining, but she was his in into this city. Bah, he hated big cities like these. They were too damn impersonal. And she was the only company he planned on keeping.
Damnit all to hell.
Not far off in the distance Gustav could hear the rumbeling. At least the plan was going forward. Yes. They would regain power in the old capital.

A woman made her way here, dressed not in the highest of fashions but still respectable. Long skirts of deep purple swished around trim ankles. She showed a bit of decollege, but her face was covered by a black widow's veil and a black hat.
Her step was light and she walked in, not in a carraige so she could not have been too well off, but she seemed to be looking for someone. She almost fell over as someone ran out of the camp but quickly righted herself. She then found the nearest person she could that looked like he might know something, paying not the least bit of attention to rank.
"Excuse me...I'm looking for someone..."

The woman ran into someone who at least looked friendly. He was wearing his emerald green military coat on his shoulders like a cape, hands clearly in his pants pockets underneath. Nor was he one of the famous "burly Holdines" so common in stereotype. In fact, his facial structure and almost in check dirty blond hair gave away the fact he wasn't from the main province of the empire. But the rare green coat said that, dispite his heritage, the empire put great trust in him.
"Hello there." He pivoted on one heel to meet the lovely lady.
"Who are you looking for?" If his looks didn't tip her off, it was the fact that his common gaian had no trace of the Holdine accent. In fact, the only taint in it was a slight rasp of someone that either smokes, drinks or worries too much.

She looked up and smiled, though he would not see any of her face except for the brown curls that fell from beneath her veil. "Oh...I..." She was speaking in common, but her accent gave her away a little. "...I am looking for Lieutenant Victor Germaine.." She wrung her hands in front of her as if fearful and scared. "I am his sister. I have news for him."

"We can speak Holdine if you are more comfotable with it." Once again the speach was immaculate with the exception of his voice's natural flaws.
"There is quite a bit of preperation for the arrival of the main force." He made a shrug towards the dock. Above the buildings the top of a crawler could be seen, "Though I can not imagine said person doing any preperation other than paperwork. Perhaps I can give you a hand here."
A second motion, highlighting the increased security.
"Just so you're asked fewer questions."

She sniffled, the man would all but see the waterworks starting. The sniffle, the stiffening of the shoulder. "I'm sooo sorry...My mother....and my brother....and the...." Her hand were wringing as she paced, trying to 'keep herself together'. "I just...."

"Just don't have to do that?" The stranger was bordering dangerously close to mocking her.
"Come on." He made another coat swooping pivot, "I'll bring you to his quarters. Because whatever you have to do, you better get it done before the chaos starts."
And he started casualy sauntering towards a building, assuming she would follow.

She did indeed follow, the crying miraclously stopping a short time later. Her hands were curled into fists but she didn't say anything though she would swear she could feel the blood in her mouth from biting her tongue. Once they entered the quarters, she spotted him.
"VICTOR!?" Was that surprise on the end of her declaration? Well, whatever the reason, there was a flurry of skirts as she all but threw herself on the man there.
He peeled her off of him and held her by the shoulder at arm's length. "Dimi?" She hissed at him. "Uh....Amanda." She could have slapped him, instead, she just plasterd a smile on her face as he pulled off her hat. She didn't turn to face the officer who had escorted her just smiling fakely at her sibling, her eyes darting back as if asking him to find a way to get rid of their company.

The officer of course had better things to do. For one, he was to meet up with Illya to discuss the plan. It would have been done earlier, but apparantly his little brother had a report that couldn't wait. Good kid, not quite as reliable or modest as his brother though. Maybe he'd make it to elite one day.
"Well, it's been a pleasure. I'm sure somehow at least." He did another pivot and raised one hand in the air to wave, "If you need any more help, particulary if this rascal gives you trouble, just ask for Lio."
Clearly he didn't buy the act in its entirety. Luckly he cared equaly less.
And maybe that's why he gave out a laugh as the door closed behind him.
