how do i get the dancing gir thingy on my sig.
i cant find any sites that have it crying
can you guys help?

Try looking for "dancing GIR" on a number of search engines. I've found that Google tends to work better for image searches than any other engine out there. I can't remember where I found mine, but be patient and you'll find one out there you like.
There are different versions of Dancing GIR; different sizes, different colour or gamma ramp adjustments. It's not easy trying to find the "perfect one," but there are a few that come close.
