The ability to induce nerve stimulation through close proximity.

โPleasure - He can induce mild to distracting levels of pleasure.
โPain - the pain that he could induce ranges from the level of a stumped toe all the way to amputation.
โNumbing -he can reduce nerve stimulation. This could be as mild as stop a person from being itchy all the way up to having numb (โdeadโ) appendages.

โRange - his range to induce or reduce nerve stimulation is limited to a ten foot radius around him. So he has to be in relatively close quarters for his power to work.
โDuration - the intense sensations only lasts for up to a couple minutes at a time. At which point they gradually fade away.

โEducation - He received a rather expensive education growing up. Along with a quality, primary education, he has learned how to speak French, Spanish, Italian, German, and of course his native English. He studied pre-law and finances in university.

Callen Wesley Royce was born in Switzerland into old money. His mother and father had been celebrating the coming New Years at a private club with friends. They hadn't expected his arrival for another five weeks or so. As the New Years fell, his mother's great pains started. He was born into the hands of a private doctor in Switzerland and didn't see the United States until he was almost sixth months old. He spent a primary part of his childhood ignorant of the struggles in the world. As far as he knew his parents had an ideal marriage; he didn't see them often enough to know the difference either way. What he figured out from the few peers (and their staff) he got to interact with in his early years, his father was supernaturally good with money and investments. He'd earned his own fortune despite marrying an heiress.
It wasn't until the Great Recession that started in 2007 that he finally saw either of his parents worry. With the collapse of large banking institutions such as Fannie Mae and Freddie Mac, his parents had started to worry about what could become of them if the United States fell as far as it had during the Great Depression. They worried about a great many crimes being done onto them. They worried about a great many things. They never worried about the average person. As the recession lasted only a year and a half, their worries seemed extreme in hindsight. The most impactful thing that happened to the nine (to ten) year old at the time was the fact that he had private security where ever he went. Which seemed silly to him as every place he went to already had their own security.
By the time he was twelve, he'd gotten sick of the extra guards. He had somehow managed to convince his parents to give them some time out of sight. He ended up regretting that choice. After his twelfth birthday, an event that his parents turned into a socializing event for themselves, they were shot on the way to their limo.
People screamed. People ran. But no one helped his parents. He learned very quickly that death doesn't happen as swiftly as it did in the movies. Their dying bodies were ransacked for whatever jewels, money, and other valuables they had on their body as Callen watched in shock, body shaking. The person who shot them wore gloves. His fingerprints would have never been found on their bodies, the weapon, or the clothes. It wasn't until well after his parents had bled out, begging for help that they never received, that the cops arrived. And when they did, the shock continued to build and build until Callen finally burst.
The first responders and the police fell to their knees in agonizing pain. Eventually one the police, that had gotten to the scene after the first wave suffered, shot him with a stun gun. Callen fell to the ground and passed out.
He woke up in a private hospital. The charges had been dropped after a very sizable donation to the city's public service department from his family's trust. He woke up to an old man explaining how very sorry he was; how he knew the pain of his parent's death would eventually heal. Callen put up a wall around his heart as best as a twelve year old could. The old man (Xavier) took him back to his Academy to "help him" as he was told over and over again.
A year went by and Callen seemed mostly well adjusted. He earned his diploma never having participated in the student teams or graduate teams that seemed so popular. He didn't want to be an X-men. Why would he? All they did was struggle. Instead he went on to university and got a job away from them as he watched the world continue to turn to s**t. It wasn't until he ran into the man who'd shot his parents while he was working that all that pain flooded back in. The man, now edging towards being elderly, died after spewing hatred about his mother and father. The report said that he'd died of heart failure. Callen knew that his heart had given out after suffering rounds and rounds of absolute pain.
The X-men disappeared shortly after Callen finally got revenge for his parents. More and more s**t. More and more hate piled up. He helped mutants where he could; saved them from bankruptcy, kept families in their house, punished those that he saw hurting them...but even with his fortune, even with his job, there was only so much that he could do by himself without outing himself. If he told the public his secrets, his ability to help the mutant population would have been compromised.
But the hunger to do more, to serve justice, burned deep inside of him. And when Reeva approached him to give him an organization targeted to do just that, Callen took her up on her offer.
