The Tracking, Order, and Retrieval Organization (TORO) are Amegakure's equivalent of Oinin Hunter nin. The primary function of TORO is to safeguard the Rain village and country against the Ameonna (rain women yokai) who are numerous beyond the village's gates. TORO hunts down, tames, and slays Ameonna that attack the village or other areas around the Rain Country. TORO's signature tool against the Ameonna are lanterns that when chakra is applied to them are able to weaken their Ameonna targets. The lanterns are also capable of blinding human targets. TORO also tracks rogue shinobi from Amegakure and returns them to the village before turning them over to KASA custody for interrogation and hypnosis. When TORO agents need to perform an execution on missing-nin and citizens they summon crows to devour the corpses. TORO are the foremost experts on the Ameonna and are frequently consulted by civilians. Because TORO play an essential role in protecting Rain citizens from Ameonna they are considered heroes and a career in TORO is highly prestigious. The uniforms that TORO agents wear are crow masks and black robes while carrying lanterns and summoning crows to aid them against Ameonna and missing-nin. The Bastion is a gatehouse near the entrance of the village at Amegakure's gates on the Ring Lake. The fort is surrounded by and filled with lanterns for both decoration and function. This powerful stronghold was once used as a fortress to protect the village from invasion from land armies but has been repurposed by the first Amekage to help defend the village from the newly emerging Ameonna. TORO agents are trained and lodged in this building and use it as a staging point for their operations. The Bastion is also strategically placed so that TORO agents can enter and exit the village through this fort instead of using the main gates. No others are allowed to use this entrance and exit with its own drawbridge across the Ring Lake.
