I'd like for the tiara to be some kind of veil- a combination of something like these two veils here -

Attacks: Sailor Scout Attack: Jigoku-zōshi
A spectral fiery chariot appears, in an attempt to carry its selected target away to hell for punishment. Anyone who comes into contact with this chariot feels a burning sensation as if being burnt by hellfire, though no actual physical damage is done. The burning lasts for twenty seconds, and the chariot can be summoned up to three times.
Super Sailor Scout Attack: Gokuraku Jodo
A spectral fiery chariot appears, this time pulled by kasha, in an attempt to carry its selected target/targets (up to two) away to hell for punishment. Anyone who comes into contact with this chariot feels a burning sensation as if being burnt by hellfire, stronger than before, though still, no actual physical damage is done. The burning lasts for thirty seconds, and the chariot can be summoned twice.
Eternal Sailor Attack: Watanagashi
Conjures forth multiple phantom kasha, wreathed in flames, who tug and pull at a target’s limbs, as if they were a corpse to tear apart. Although no permanent or physical injury is being made, there is the feeling of being burnt by hellfire, as well as the pain associated with the sensation of being torn apart, though no marks are left and the target is left with all their limbs intact. The pain and burning last for thirty seconds, and this attack can only be used once.
