I like them both about equally, but I guess when it comes down to it, I prefer Einsturzende Neubauten simply because I love to say the name.

I haven't heard much Throbbing Gristle, but I love EN. Strategies against Architecture and Haus Der Luge are my favorites.

I have to say, though TG are the first and the best, i got started on Einsturzende Neubauten, and they are my favs.
Oh and to Sinister's post, Throbbing Gristle is British slang for an erection.
