The following takes place on a small collection of islands off the coast of the land of fire but not quite into the territories of Uzu. It is here on these nuetrel grounds that the Arshikage and Hokage shall hold their summit.

tabHands clasped together Lahlil sat patiently under the wooden gazebo, surrounded by the countless different species of the island’s ambient vegetation. The only mark of human interference to be found on the island and Lahlil couldn’t be more anxious than she was at the very moment. So much so that the girl nearly leaped from her skin when she felt Gado’s large white paw clamp down on her shoulder. “Breathe. Just treat it like you’re meeting an old acquaintance.” Lahlil smiled and said nothing as the tiger secretary poured himself another glass of cognac. The man.. er animal, meant well, but it was always easier to say these things when you aren’t the one dealing with them. Lahlil would just have to find her own way if she was going to steel herself. Doing well here meant that she would be able really help her citizens prosper and hell be damned she anything was going to get in the way of that.

When more than one genjutsu is on the target their ranks are shifted so that the lower ranked genjutsus get their strength bumped up to highest ranked genjutsu on the target for the rest of it's duration. This is only useable up to the users self ranked korabo level and each genjutsu is still treated as separate when interacting with kai. Any upkeeps are also increased to reflect this change.

Kikan landed crouched upon a tree branch high above the ground, a perfect spot to have near uninhibited sight across the area around himself. With the natural benefit of the island's vegetation, he would be difficult to find even if one was actively seeking him out. Some distance away a wooden gazebo stood, the one distinction in an otherwise wild environment. In that gazebo, Kikan's friend and the Hokage - Lahlil Nevarra - sat waiting for a meeting with a certain important official from another village. While he was sure his lord could take care of herself, as well as the protection of her beastly friend, Kikan volunteered to accompany them on their mission as a scout. He was one of the best in the village, plenty of thanks to his unique combination of dōjutsu. Kikan's head resembled that of an owls, pivoting left and right, scanning the surrounding area to alert his comrades of incoming danger or suspicious activity. You'll be just fine, Lahlil. Nobody would be stupid enough to attack a meeting of shinobi of your caliber.
((This is Post Neo-Leaf Forming at least I think that would be the best time for it to be. Unless you want it immediately a few days post-war in which case you'd like to use this as an opportunity to give Arashi a hand in building Neo-Leaf. If its Post Neo-Leaf Bel would likely be on the path or retired already and Kenshin would have resigned as advisor and the other advisors would have been respectively given their roles already. If its Pre-Neo then Bel would likely be here and the accompaniment would still be just accompaniments.))
Suddenly the entire island would begin to tremble. What appeared to be fast approaching was a large wave, clearly visible within that wave was a breaching pale-colored mantle. As it drew closer it would be revealed to be a squid of gargantuan proportions rivaling a bijuu cleaving through the ocean, white water en masse behind it. Riding atop the tentacles for those who were accompanying above hopefully in their own respective 'cool' stances would be the Arashikage's accompaniment unless they had other means of arriving on the island. The entire scene of their approach could only be considered 'cool' in its aesthetic unless anyone riding was being incredibly 'uncool'.
The massive beast would then dock on the side of the island and then fully surface to appear to be wearing...glasses? Once everyone who was intent on being here was safely placed on the beach side, a puff of smoke would occur and landing in a rather dapper manner with both well-dressed feet sporting suede shoes atop the sand as the fourth wall camera slowly panned up to his face adjusting his glasses and smiling at the sunshine would be Toso. The now current Arashikage. "It certainly feels good to be out in the sun and sea again bloop." He'd spy the gazebo and the woman sitting in it. As he and inevitably his accompaniment would walk towards it, while Lahlil was an anxious mess the man approaching was anything but. As always Toso's face carried a stalwart air of confidence and a suit that screamed 'business'. However, that was not because he was a Kage but a business owner. If anything were to describe the current atmosphere it was likely comparable to a Boss and someone interviewing for a job.
Toso would then sit down opposite of Lahlil with nary a care nor second thought. What followed was the mans coat producing what seemed to be a large stack of documents to place on the table which made a distinct 'thud' from its thickness. He hadn't looked Lahlil in the eye as of yet until he had fully adjusted his seating and when he did he took a pleasant tone but what came out of his mouth was like a small hot iron as the girl steuck familiar. "Ah, bloop. I recall you, were you not one of the emissaries sent to Arashi before it was attacked....yes...I do believe you are bloop..Ah well now let's get our introductions in order first then yes bloop. Tosokurui Ashikoki Hojo now enacting kage of Arashikage successor of the former Twin Founding Kage Jay and Jeon Park. Am I to believe you've succeeded the prior kage? Let me sympathize in saying this must all be quite the physical and emotional ordeal for you hasn't it bloop?" Immediately there was one thing the two had in common, both individuals were replacing their prior leadership. Although one at least gave off the air they had fit into their position much more smoothly...'gave off' although not necessarily the truth of the matter as far as first impressions. Due to the squid mans natural monotonous tone to the way he spoke it was difficult to determine whether or not he was being genuine as it always was. Thus his question could be interpreted negatively assuming a persons mind was set in the negatives. What crazy things such a mind could come up with who knew. Did he see her as weak? Did he bring up her past as the emissary because he hadn't forgiven what Uzu had done? Etc. Etc. Etc.

Selina road on the massive tentacle which was attached to the squid known as Toso. While she felt it was a little too much... she knew that her kage was an eccentric person. Furthermore, as she jumped off the tentacle before it disbursed, her powers of empathy detected the nervousness within the woman, as well as the diligence from the man who was observing them. However, despite these sensations, Selina was still a little more stiff than she normally was. This was because, despite being one of her first times fulfilling the role of Toso's new adviser, the last time she heard of the konoha ninja were when they were the Uzushiogakure ninja. And Selina's past record with them was their attack on Arashigakure which led to the APD being destroyed and countless lives lost, as well as dozens of criminals escaping confinement. Of course, these actions were in part because of the rogue organization Kogarashi, but that group was not solely to blame. For that reason, Selina stood by Toso's side and took a more bodyguard role. Her APD mask was not on her face, but it remained on her belt to signal her status as an officer of the law.
Byakko was on a cigarette break when the massive squid rose from the sea. He made a conservative effort to smoke away from other people, since it was apparently not in fashion to do so among humans who didn't. Plus, the animal side of him wished to do some free hunting off the coast of the island, catching fish large enough to make earthquakes if they flopped against the land. Truth be told, Byakko only came to this place because of Lalhil's anxiety toward coming. Although he came in with false pretenses on the whim of the goddess, he did find himself endeared to the earnest leader of the fire nation. Lalhil's willingness to sacrifice for her people made him believe her to be a truly just leader. Plus, thus far she has had no objections to his teachings of the Evergreen faith. When he came to this island he figured that he would be bored out of his mind. With the dramatic entrance of the other nation, however, he found himself suddenly enticed.
"So Arashi has a new kage too then? Were you the one who put the whole place in the sky then?" Byakko, who was aliased as Kazuto, asked as he approached from behind where Lalhil sat, placing his arms onto the banister and also leaning his head on his right palm. There was an unlit cigarette in his mouth as he looked at the man and his pink haired assistant, while also giving Lalhil a piece of information he discovered along his travels. After all, when his initial mission was to spread the good word to Arashi, there was a significant delay in the ordeal since the village was uprooted. Of course that strange gate guard was then going to give him entry, but by that point the tiger and his man had an epiphany. At this moment, anything he could do to help Lalhil was all he cared about at the moment. Meanwhile, Byakko the tiger prowled along the gazebo as he waited for either of the Arashi ninja to make an offensive threat.
From the sidelines, Kagerou enigmatically smiled. That is, until she might see someone or other she might have recognized from Leaf back when she treated the numerous in the aftereffects of the Kogarashi war. Then she would brighten up and give a quick series of waves before returning to her enigmatic, serious pose. She stood with back straight and arms crossed behind her back. Presentable, yet not stiff, either.
She stood on the Arashigakure side of these meetings, having come as part of that village. However, it was apparent, from the waves and her own positioning more towards the center than far on any side, that she didn't feel uncomfortable in the presence of nor had any desire to alienate the other side either.
For now, that was all there was to write about this, ultimately, wallflower-esque individual. The meeting had just begun. Moreover, she was present at a meeting between kages. She found it neither appropriate nor beneficial for a non-advisor like herself to be adding any small talk or casual comments. To be here, where she could listen in on the great ones was already quite a lot to ask for.

The Shadow of the Storm had plenty people already backing him. At the time, Sadayo could count how many Lahlil had backing her on her hands and the tally left the puppeteer wondering if the Arashikage had anyone else in the wings worth taking note of. Who were the present Storm bodies and their titles again? Sadayo was not wandering. The puppeteer was not scaling the perimeter of the gazebo as a guard dog. Her combo of titles put her in a weird place politically but she had the benefit of being wherever her little heart desired. As the shadow imposing itself under Lahlil's thriving village beside Lahlil was where she felt it appropriate to be. Her identity didn't matter. She was playing a duel role as a bodyguard, right? Even if her identity didn't matter a mask was far from appropriate on the grounds this meeting was on a common interest but there was nothing holding her back from allowing herself to seem more grand than she truly might have been. The woman's back was against a post. She abstained from seating and equally abstained from crossing an arm over her torso and twiddling her fingers in her hair. She couldn't give any looks of scrutiny. Gado's sense of calm was assuring. As head of the Special Operations Sadayo had to have tabs on the allied jounin in the tree, the tiger, and how many people the Arashikage had in tow. Sadayo just stood there with her buttercup yellow cape obscuring her arms. Hands visible and clasped together and at rest on her abdomen. Presenting her attention to the Shadow of the Storm's candid introduction and looking for the mannerisms behind his monotonous tone.
Kameyo oogled the Konoha shinobi she saw as she stood beside Kagerou. She sized them up briefly, but would have to enter sage mode to determine their chakra pools and threat levels. She leaned over to Kagerou, who didn't seem entirely comfortable to be here. "You ever been to Konoha?" Kameyo hadn't. She hadn't been to Uzu either.
This was all new for her in a lot of ways, but she couldn't help but cross her arms and look vaguely disapproving of the foreign nin. She harbored no ill-will towards them but she was uninterested in having Toso cough off money for them unless they offered something. It was a sentiment she was positive Toso didn't share, but it was her job to keep an eye on Arashigakure's finances and she was familiar enough with investing now that she could reasonably gauge their value if they offered something.

Kagerou had just finished giving a wave to Sadayo, who she didn't expect to wave back considering her super serious business demeanor, when Kameyo came up and asked her a question. Kagerou wondered why Sadayo didn't have her bunny pet with her, but she figured answering her superior's question should take priority.
The surgeon general smiled at the first lady's(?) apparent discomfort, which, if Kagerou hadn't known any better, kind of looked like shiftiness. "Relax, Lady Kameyo, before people get the wrong idea," Kagerou softly advised the advisor, using a title she most definitely used only now because she was taking the current officially of the venue into consideration. She leaned in so that she could speak right into Kameyo's ears, wary of the sharper ears some shinobi had. Kameyo's bangs tickling her cheeks, Kagerou whispered in a low voice, "When I went to Konoha requesting for help against the Kogarashi, they responded within no more than a few hours with the bulk of their forces, despite having been destroyed not too long ago and having received no aid for their reconstruction efforts. I heard after the war, while I was there tending to some long-term patients, that some of them had only just come back from an arduous mission before jumping straight into the war, and I do mean straight into it. Someone in their village used a space-time technique rarely seen to instantly transport the Konoha nin straight to the war. Even before that, Lady Sadayo, who stands behind the Hokage, and her bunny partner were one of the first to respond, traveling back with me to Arashigakure. We split ways soon after, though. She to join the bulk of the troops and I to aid those fighting beneath Arashigakure. Another of their strongest shinobi fought alongside us in the decoy Arashigakure against Kogarashi's ace, losing an arm in the process. There was also an eiseijutsu expert, who was receiving Konoha's hospitality at the time, at the battle who protected many of Arashi's standard troops long enough for them to evacuate from a fight that they had vastly underestimated." Once finished, Kagerou primly straightened back up.
To say that Kameyo's disapproval of the foreign nin didn't bother Kagerou would be a lie. However, she didn't need to worry about her bias affecting the report she just gave. Everyone already knew about the how Uzu had destroyed Arashi's police compound while, in their defense, trying to retrieve their fellow village nin that had been wrongly incarcerated. It had been spread throughout all of Arashi to the point that Kagerou wondered if it was perhaps an attempt at propaganda, a notion she didn't quite believe in because the Arashikage was Toso of all people. Unless he was going all "same same" he hardly had a bad bone in his body, much less one devious enough to try and mind control the masses with media. Since that attack didn't need to be mentioned, there really wasn't nothing else bad to say about Uzu/Konoha, if only because they did some good for Arashi and were in such a sorry state for the vast majority between then and now that any amount of good was praiseworthy.
Finally, with the rest of the various ministers and leaders, in came Shiro. In his same old same old fashion. Chain jingling against his leg, and hands inside the leather pockets of his coat. Thought to those that knew him, he did not smell like cigarettes and smoke, instead the man simply smelled lightly of vanilla. Taking his seat he folded his hands into his lap and simply waited. He was here to serve as Arashi's foreign affairs minister, yet had not been briefed on what exactly they were even doing here, so he simply decided to play it by ear. After that sort of relaxed style worked well against traditional politicians who memorized their talking points before going in, or who planned around using a single controlling point to dominate the debate. All in all though, despite the man's state, he could feel his blood pumping. Politics truly was a game he enjoyed playing, as long as lives were not lost in the process.

tabIt was a bit before the Arashikage arrived to their predetermined meeting that Lahlil had begun to question whether or not an emissary would even show. It wouldn't be as if she blamed them if they didn't, considering how things were last left along with the current state of the village the leaf needed the storm far more than the reverse. While still lost in this thought of what she should even say to the emissary or Arashikage, the young woman was caught wholly unprepared against the massive sea creature come swimming up to the coast. It's form was not easily uncovered while within the water but from what Lahlil could make out it appeared as a kraken of mythical proportions. The breeze it carried with it sprayed a salty mist that caused Lahlil's hair to frizzle. Right after she had put so much work into looking presentable to! At the very least the sea beast puffed from existence in a manner that reveled it's summoned nature, though Lahlil was still left trying to straighten the resulting aftermath. This of course wasn't helped by the fact that Arashi's chosen was her exact antipode, a graceful gentleman left behind by the squid-like summon.
There was a certain electricity in the air in those first few moments when their eyes met but no words were exchanged. Gado's words still rang through her mind. This meeting will set the precedence for the future so try to find some common ground. Remember, mimicry is key. People like those who are most like themselves. Not entirely what that really meant Lahlil sat upright with her hands cupped nearly in front of her. Initially the newly crowned Hokage was at a disadvantage with no recollection of the man before her. Thankfully Gado seemed to supernaturally sense this and came to her rescue with an introductory bow. "Greetings Arashikage Toso, I pray you forgive my forwardness in speaking out of turn, but my Lady has done much for me and I would like to honor her with an introduction. May I present Lady Lahlil Nevarra, Hokage of the newly formed village hidden in the leaf.""Thank you Gado, that will be all." Drawing from this last bit of inspiration, Lahlil's next words were delivered with a collected and calm manner. "Apologies, and as I am sure you can surmise from that introduction I have in fact succeeded the previous Uzukage. But I'm certain that my village hasn't been the only one to undergo hardship, so please allow me to return my own sympathies. Especially considering our own involvement being extremely regrettable, which is the basis for my calling this meetings as I am hoping to repair the relationship between our two villages." While waiting for the man's response Lahlil felt herself feeling quite optimistic of their dealings so far. She was not only representing herself but the whole of her people and thus had no desire appear as an overly apologetic. Still there was no denying that the actions in the past had painted them as the undue aggressors. It was going to have to be a careful line that Lahlil would have to walk but she was glad that at the very least she could do so with one who came off as extraordinarily reasonable. Lahlil would never admit it but had the previous Arashikage's survived she felt it would have been exceedingly more difficult to repair their relationship. It felt weird to want to benefit off of their misfortune but these were strange times and such were the way of things.

Glazed eyes behind the glasses it seemed almost remotely expressionless after introductions. He would turn to address the man whom for reason was accompanied by a white tiger. That and it seemed the man nearest the woman across from him was also of feline descent. Was Uzugakure filled with felines? Cats certainly weren't something you'd consider when factoring in whirlpools but to address the lads question he'd say in a profoundly flat tones voice. "That would be myself indeed bloop. Although to say it was all myself would be a fallacy it was the work of a close associate, the dreams of old comrades, and the efforts of my officer what made it a reality bloop." Small talk eased the the tension but simultaneously this was the inevitable reminder of what that decision had costed the Arashikage in repute. Which was to say currently...the wounds the schism had caused were still somewhat fresh. Shiro's talking down of some former nationalists inhabitants eased inner political tensions for the time being. It would take time but eventually the storm would calm even if right now it was still swirling.
To gado now that proceedings were finally moving the kage would express somewhat a bit of surprise as he cocked his head. "Oh ho? It's not your forwardness I find peculiar but in a professional setting to shorten an individuals name would imply familiarity no?"
