These are mostly NPC's who will be actively acting against the peace treaty. Some will be played by specific members of the group. There is the option of playing someone from the Alliance however they will be a lower ranked member.
The Dusk Alliance
There is very little known about the group that calls themselves The Dusk Alliance. To many they are a myth, to the council they are a very serious problem. They strike quickly and silently, and to date have never been caught. They only allow themselves to be seen when it works in their best interests. Rumours say they are backed by someone very high up in the hierarchy, but nothing has been proven. They have one goal, abolish the treaty by any means necessary.
