Hobbies:
Water Sports - Otra absolutely adores being in the water. As such, she's become remarkably adept at swimming, water polo, scuba diving, etc. Otra makes it a point to swim every day and she manages small trips back home to the Caribbean at minimum three times a year to bask in the warm ocean waters and keep her scuba certifications up to date.
Oceanography - As enamored as Otra is with any body of water large enough to swim in, it should come as no surprise that she loves the ocean with all her heart. That interest began as a small child and has only grown with each passing year. Now that she's old enough to know her own mind, Otra sees zero problems with taking a lifelong interest and turning it into a viable career.
Aquariums - Never one for 'normal' pets, Otra owns two large aquariums: one freshwater and one salt. She adores her fishie friends and is especially proud of her tiny frogs (though those often get their own little tank to avoid becoming fish food) and itty bitty sea horses. She is meticulous about maintaining proper tank pH and has named every one of her pets. Some of the fish even allow her to pet them. And for the critters that she can't fit into her apartment, well, there's always the city aquarium.
Virtues:
Adventurous - Otra wants nothing more than to experience all life has to offer, regardless of how potentially big and scary it might be. In fact, the more it might scare other people makes it all the more irresistible to her. After all, life is supposed to be an adventure, right? So let's get out there and have fun. Life is too short to do otherwise!
Loyal - Once Otra has made a friend, it is for life and possibly beyond. She is incredibly loyal to those she cares for, often going out of her way to help cheer them up or threaten violence against those who done wronged them. Anything to make sure her loved ones are safe and happy.
Kind Heart - Otra hates to see anyone or anything suffering. Often to the point where internet savvy friends have blocked a great many pages on the Facebooks just so Otra can avoid having her heart broken by things like the Dodo. She is a frequent volunteer and contributor to multiple charities involving children and animals. And it is not at all unusual for her to drop everything to help someone. In fact, Otra is exactly the type of person who you would expect to find out in the rain trying to save abandoned puppies or opening her home to random people so they can have a nice warm up.
Flaws:
Reactionary - For all of her kindness and care, Otra can still fly off the handle and react without letting logic or rationality into the picture. It doesn't happen often, but when it does, the littlest of things can set her off to the point of refusing to listen to the sound of anything beyond her own indignation.
Grudge Holder - If you manage to get on Otra's bad side, good luck ever getting off of her s**t list. Otra holds on to grudges and perceived slights the way a miser holds onto gold. It doesn't even matter if somewhere along the line she forgives you in her deepest heart. Her inability to release a grudge, even after years, means that you will forever be shunned, glared at and trash-talked.
Ever a Victim - Taking personal responsibility for her own bad decisions has never been one of Otra's strong suits. She learned early at the feet of a Master (her grandmother) how to be a victim of Fate. Nothing that goes wrong is ever her fault, so why would she ever take responsibility for anything? Certainly her successes are all of her own making, but her mistakes and poor judgment calls are always someone else's fault! That's just science!
PHYSICAL DESCRIPTION
Eyes: Grass-green, large and slightly almond shaped
Hair: Purple Sunrise ombre, mid-thigh length, curly. Usually worn up in a ponytail.
Face: Heart-shaped, elfin nose and ears. Fair complexion with random freckle scatterings, full lips. Multiple piercings in each ear.

Challenge: Feel the sting of defeat!

Attacks:
Sailor Scout Attack: Anemone's Glancing Embrace
Effect - Palala presses her fingers to her lips prior to sweeping her arm out and scattering, small glowing spores which form a circle (2-3ft diameter) around her opponent. Spectral anemone tentacles rise up from the circle and any skin touched by them begins to sting. Symptoms may get worse should her opponent remain in the circle (up to and including additional pain or itching, per player's discretion). Can be used up to three time per battle for a duration of 20 seconds per use.
Super Sailor Scout Attack: Anemone's Immobilizing Embrace
Effect - As before, Palala casts her spores and a circle (5-6ft diameter) forms around her opponent(s). Spectral anemone tentacles rise from this circle and any skin touched by the tentacles begins to sting. Symptoms may get worse should her opponent stay in the circle (up to and including additional pain or itching, per player's discretion). Additionally, at this stage, movement within the circle seems difficult, almost as though Palala's opponent(s) are being drawn in by the tentacles and held in place. Can be used twice per battle for a duration of 30 seconds each use.
Eternal Sailor Attack: Anemone's Protecting Embrace
Effect - AOE 'attack'. Upon being cast, Palala's spores form a circle (10-12 ft diameter) around Palala and her allies. However, this time the circle of spectral anemone tentacles rise to protect her and her allies. Any opponent trying to enter the circle will find their skin beginning to tingle and the more they press on towards Palala or her allies the worse it becomes (anywhere from a strong stinging sensation up to and including additional pain or itching, per player's discretion). Movement within the circle seems difficult for anyone who is not Palala or an ally of hers as the anemone tentacles seem to actively attempt to hold onto enemies. Can be used once per battle for a duration of 45 seconds.

Hey Daisy! Congrats on your beautiful new girl!
Otra seems like a mermaid with legs, I love that she's going to have a water critter for a sphere considering her passion for the sea.
Her last name, senshi name and sphere all check out, so we're good to go there. Hobbies, virtues and flaws are all well balanced so we're peachy-keen there too.
As just a casual reminder, any magic that restrains an individual cannot last longer than 15 seconds --- since you implied movement would just be difficult and that the anemones would attempt to grab at them, I think we're a-okay with how you've gotten them written since it still allows for opponents to potentially break free or move.
SO, with that being said, I leave you with a stamp and with this.
