Toroa is a remote little village about 30 miles south of Flora Kingdom. Even without being a province Toroa has fought hard to keep it's security and sense of independence up. The people of Toroa are a bit primitive, but they are tough. Fending off pirates and bandits themselves rather then wait for marines to show up too late. Toroa's brute force attitude has made the village a hub for athletic competition and Marine Recruitment center.
